Make Juneteenth a federal holiday

On June 19, 1865, about two months after the confederate surrender, the Civil War ended and the emancipation proclamation was put into effect. Juneteenth is an annual holiday commemorating the end of slavery in the United States. It currently is not recognized as a federal holiday.
