It would be up to the author of this initiative (LAW) to see that the poor would not pay a higher percentage of their income than they do now. In fact I vote lower. For instance food would be exempt. Every year each state pays X amount and could be calculated as a percentage of the population. Each state would apply value added tax fairly. If value added tax collection passes in all 50 states and DC, then no more paper shuffle.no more federal tax filing, no more tax accountants preparing your taxes.
