Cut US Senate's & House of Representatives's size in half

We can increase efficiency and cut government spending by reducing Congress by half. There are 100 senators and 435 congressmen and women.  The original senate had 26 members and the original House of Representatives had 65 members.   Because each of the 535 elected officials wants to be heard, inability to get things done is a huge problem.  If each state had one senator instead of two, each state's representation would still have an equal voice in the senate.  A similar, proportional decrease in the House would again leave the American populace equally represented.  

These changes will increase Congress' ability to do its job, while maintaining the same relative degree of representation as designed in the US Constitution, and will cut government spending.  The decreases will save $40 million per year in salaries alone, and many times that amount for "tail", such as staff, office space, travel dockets, allowances, and campaign funding. 

After the Constitution is amended, the decrease should take effect approximately 5 to 6 years later.
