moving mom to ALF Facility

It was about 38 degrees in the afternoon and my mother did not have the heat on, she said she was very cold as i touched her she was like ice, i proceeded to fix the problem by turning on the heat , she then started to scream no , i realize she turned of the breaker box so there was no electricy in house. since she is turning off the electricy, she needs supervision , she is not using the toilet and the house stays in darkness, the refridgerator is also off.
