Start an animal abusers registry in Missouri

Humans who are known animal abusers should have their names on some sort of registry that will allow others (namely, animal rescue groups or potential animal related employers) to know whether an individual has been convicted of animal abuse in the past. Several cities in New York (Suffolk County, Rockland County, and Albany County) have adopted such a registry, and the idea is gaining popularity--there is even a push to adopt a statewide registry. I believe that it would be a beneficial tool in order to mark animal abusers so that fewer animals are adopted into homes that condemn them to lives of torture and neglect. In a state famous for puppy-mills and dog fighting rings, the animals unfortunate enough to currently reside in shelters here stand to gain tremendously in terms of the probability of their future SAFETY if we consider adopting such a registry.
Also animals in slaughter houses and on farms deserve to be treated humanely as they prepare to make the ultimate sacrifice of their lives for our nutrition. Far too many employees of slaughter houses and farming operations have been documented treating the animals in obscenely abusive ways. By denying registered animal abusers jobs in fields where compassion towards life is desired, we could stand to decrease the amount of animal cruelty that exists in the certain farming industries.
An animal abuser registry could reduce the amount of animal abuse in our state by decreasing the amount of contact that convicted animal abusers can have with animals!
