Take away the Sewer Bill or Start Payment Plan

So many people are getting their water turned off due to this extra bill "Sewer Bill". Its becoming a problem because once the Bill gets high they come out and turn off your water and the bad part about it the whole amount of the Bill has to be paid and they will not allow for us to set up a payment plan.
