Child support electronic fund card

Child support money is very important for the child's needs. Funds for his or her care is earned by the payee hard work to provide for the child in need. My concern is not all parents use those funds for the child but use it for their own personal use. The child is left without the necessity due to the parents greed to indulge themselves. I believe it is necessary for an electronic history of the funds being used on the child. The same as a credit card or debit card we can see a history of the funds being used for certain things therefore I believe we should also see that the parent is indeed using funds for the child for what he/she needs. No child should go without his/hers necessities and all parents who put themself before their children by using the funds for their personal use should be recorded for the courts and the payee eyes. I believe this is wrong, its a loop in the child support system. Having a electronic history will ensure that the child does receive the full support that she/he is entitled to. It is not fair that the child doesn't receive new clothes but the parent is always sporting the new trends by shopping for themselves or using those funds for habits or using those funds on another child that does not pertain to both parties. So I asked to please help all children that are receiving support by their parent to ensure that they indeed receive the full support that they are entitled to. This will stop fraud and most importantly will ensure the support to the child. No child should go without there necessities due to a selfishness by their parent.
