Neighborhood Residents to Beautify the Neighborhood

Four of the neighborhood residents (Mrs. Moody, Charles Moody II (16 year old)
Mr. Fischer and Mr. Moody gave their plants, flowers, supplies, time, brick borders and labor to Upgrade and Beautify our neighborhood Cul-de-Sac. One of the neighborhood residents called/emailed in a complaint causing the City inspector to require the plants and bricks to be removed. The same resident that called in/emailed the complaint has been the one mowing the parcel for over two years, so they could use it as their personal parking lot. After the other residents placed the plants and flowers in the center of the parcel and told the city inspector they would be happy to maintain and mow and weed and anything else required to keep our neighborhood beautiful, they complained because they couldn't drive through the middle of the grass they had to go around the circle like everyone else.
The solution we would like, is to be able to replant, re-border and mow and fully maintain the Cul-de-Sac to keep our neighborhood beautiful. With full understanding that if the city ever needs the right of way, that there would be no problem.
Mrs. & Mr. Moody and Mr. Fischer will take full responsibility for mowing and upkeep of the Weatherton Street Cul-de-Sac, causing no other residents of the neighborhood any labor, supplies or hardship. However all are invited to participate.
