Don't make Landfills Bigger

Someone has discovered that Hong Kong will soon be covered in rubbish. But how do people deal with it? THEY MAKE LANDFILLS BIGGER. Wouldn't it be better to urge people to lower their rubbish levels? 

This Petition will urge the Hong Kong government to urge the public to  create less rubbish.
