Make it a federal law that church youth group meetings require chaperones

Thousands of children have been sexually abused in churches in the last fifty years. Overall, religious institutions have not done enough to protect children.  Therefore we propose a federal mandate that all youth group meetings, outings, sunday schools as well as over night camps, require parental chaperones.
