If you moved in AFTER October 2013, then this is NEW information for you.
You had NO idea that the Property Manager (Kim Dilks) was under investigation for DECEPTIVE and UNFAIR business practices.

Before you move into a place, you should ALWAYS talk to other residents who live at the property. You need to find out if residents are having any problems with the property manager. If so, then you should continue looking for a different apartment.

You MUST protect yourself.
We know that you might be happy and excited now, but keep watching.
The property is not bad.
The biggest problem is the LACK of good management.
We need a property manager who operates with INTEGRITY, honesty and fairness.

• Kim is accused of stealing money from tenants in the form of fees.
  It is believed that she is using it to help pay for her upside mortgage on her home and personal debts.
  
  
• She is accused of retaliating against tenants who signed a petition AGAINST HER.
  
  
• She is accused of ANIMAL ABUSE of stray, feral and abandoned cats who live in the woods behind the apartment buildings.

January 2014, new laws were created that enable people in the community to help manage the overpopulation of cats.

Watch the videos by former residents and employees who will share their experiences with you. Some people do not want to be on video due to retaliation by Kim. So they will have a family or friend speak for them on the video or they will write a letter.

This past October 2013, 100 residents signed a petition to demand that our former maintenance supervisor (Billy Balmes) remain in his job.
This petition went against Kim's desires.
It was a SLAP in her face and salt in her wound.
She resented the fact that 100 residents, who she has helped at various times, betrayed her and VOTED for Billy.
So now it is believed that she is retaliating against residents who supported Billy.

Billy lived and worked on the property for 13 YEARS through 3 different owners and property managers with different personalities. Many residents know and trust him very much.

As part of Billy’s maintenance responsibilities, Kim allowed him to fill the role of a Colony Caretaker for the cats while she "turned a blind eye". As a caretaker, he grew to love the cats and kept the population to a minimum.

Kim is fairly new to the property.
She was the ONLY property manager who did not like Billy's personality/style.
So, she PUSHED for him to be FIRED and said he was too "insubordinate".
She just did not know how to manage someone who was much older than she was. She discriminated against him.
It is important to look at HOW Kim treated Billy.
This will be a BIG indication for how she will treat others and the residents.

Sadly, Lynette Ramsey and Jillian Nelson (girls in the rental office) are suspected of falsely corroborating Kim’s complaints about Billy in order to protect their jobs. According to staff, Kim created a very hostile working environment.

As a result, Kim’s manager (Nelda Jones) allowed Kim to terminate Billy without the benefit of a grievance process. The residents (CUSTOMERS) felt like their voices were not heard and the value of their leases were not important.

So now, we want all of the girls FIRED or relocated to other properties.
We need to break up that gang in the rental office.
The other 2 girls have become contaminated with Kim's stinkin' thinkin'.

Now, Kim actions are vindictive.
She has harmed the cats due to her anger with Billy and her resentment towards residents who supported Billy.

Kim refers to the cats as "Billy's Cats".
She wants to hurt them because she knows this will hurt Billy.
She says that it's all Billy's fault that the cats are around the property.

She is VERY IGNORANT about the topic of cats.

Kim paid landscappers to try and kill some kittens that were on the property.
She has done other things to SCARE them away from their homes and into the streets to be hit by cars.
She claims that TONS of residents are complaining about the cats scratching the paint on their cars. There are only a handful of cats.
Most of the people do not mind the cats and want to help them.
Living outside is a HARD LIFE for the cats.
All Kim has to do is offer car covers to the residents who do not like the cats sitting on their WARM and DRY HOODS.
Other residents have volunteered to donate car covers.

But Kim does not want to offer solutions.
Kim's real agenda is to TRICK the owners into paying for a private company to trap and relocate/kill the cats. The Humane Society and Animal Services will NOT trap and relocate the small colony of EAR-TIPPED cats.

Kim has also started issuing eviction letters to the Colony Caretakers.
She NEVER did this in the past.
But now that everyone signed Billy's petition AGAINST HER, she has decided to create NEW violations to the lease.
So now, trapping, neutering, vaccinating, releasing and feeding the cats is a NEW VIOLATION.

Kim is just hurt. That is the REAL ISSUE.
Sure, she can say: It's private property.
But this would be the most idiotic thing to say.
If we do not do this, then there will be a HUGE EXPLOSION of cats on that "PRIVATE PROPERTY".

We are FED UP with Kim's antics and “gangster-style” of management.

We are DEMANDING Kim's resignation or for her to be FIRED.
We also want Billy Balmes to return as the Maintenace Supervisor.
