Stop Kovel Major Oleg Kinder's unpunished Dog Hunting!

It looks like the Major of Kovel has lost a human face and a fear of  law. The methods he uses to control a homeless dog population let to call him a doghunter!

Every year hundreds of homeless innocente animals are shot by public utilities service with poisonous drug, not allowed for euthanasia. Dogs don't die but remain conscious and feel terrible pain and fear for a couple of hours and pass away in a fearfull agony. Often it happens in front of people's eyes. Municipality doesn' react on any applies and  till now even prosecution desigion can't stop this disaster. 

While Ukrainian corruptible justice keep calm I apply to everyone who cares to help us!
