A behind the scenes initiative to convert the Sammamish Plateau Water & Sewer District into municipally administered service in the communities of Sammamish & Issaquah is in the works within city governments of these communities. Decisions have been taken by the District board over the last twelve months that offer legitimate grounds for suspicion that these plans are supported by specific members of the District board. The District possesses a significant rate base and capital improvement fund that has become the target of city officials seeking to add that revenue to city coffers. This development will threaten the on-going management of the existing water system should municipal officials gain access to these funds. Serious risk of diversion of these improvement funds to meet other general fund obligations exists should city governments take over the Water District system. Shortfalls in water system maintenance budgets in municipalities across country provide fair warning of what is likely to occur should local municipal governments gain control of the now independent water & sewer district.
