Regulating the Pet Care Industry

As the owner of a pet sitting service here in Massachusetts I have come to realize that the state of Massachusetts does not regulate pet sitters.  Just about any one can decide to go out and offer pet care.  I feel that there should be certain mandatory qualifications that are needed before you can open this type of business.
