Why do we have a limit on how many dogs in one house????

People should sign because I think its unfair that some people are alone, they have no kids and no husband/wife they need a dog because dogs are like a son/daughter you never had. I am doing this as a class project called "Project Citizen" and we are trying to fix these problems and my teacher, my class and I hope that our village councils will understand that we should have the ability to choose how ever many dogs we want.
