MANDATE SPAYING AND NEUTERING FOR ALL PET OWNERS AND BAN UNREGISTERED BREEDING

Each year, an estimated 700,000 dogs and cats are euthanized in animal control facilities throughout Texas each year. Taxpayers foot the bill for capture, care and feeding, and eventual placement or euthanasia of these homeless animals. The estimated cost of care for each sheltered animal is $100, which doesn’t include the efforts by independent rescue organizations – many of which are overburdened and underfunded.
There is a smart and practical solution to this epidemic – prevention. We are asking for a law that would provide for the following:
• A mandate on spaying or neutering any domestic animal that lives inside or outside of an owner’s residence for more than 20 days per year.
• An exemption from the spaying/neutering requirement for a licensed breeder. The cost of the breeder license would fund low-cost spaying and neutering services and fund the licensing program.
• At least one animal control officer per jurisdiction, who is devoted to enforcing the spaying/neutering requirement. This officer would have the power to issue citations to persons not complying with the law, and violators’ driver’s licenses would not be renewable until all fees were paid. All fees from the citations would be used to fund the costs of administration of the law.
Please help us to fight animal homelessness and its unnecessary costs by supporting mandatory spay and neuter laws in Dallas County.
