Demand stricter penalties for people that neglect or commit vicious acts against animals

How many people have intentionally neglected or committed vicious acts on poor helpless animals and received nothing but a slap on the wrist and maybe a small fine? Animals that have no choice but to rely on people to take care of them that are starved and beaten.
Maybe this will stop if these people are forced to serve JAIL time!!
