Juveniles charged as adults path to rights

It’s become very common to charge 13,15,17yr old teenagers as adults but makes it difficult in an successful adult life. In these cases if the teenager dimastraits after years of the punishments end why should anybody still being held to a mistake made as a teenager? But made none as an actual adult. Nobody should be punished for life over a juvenile mistake. Needs to be a true 2nd chance to have all your rights restored.
