Punish Colombian owner that knifed his dog out of sheer rage!

An incident recently surfaced In Girardot, Cundinamarca, Colombia where Alexander Torrez slashed his dog, Matias, out of rage! Neighbors heard the dog screaming in the neighborhood and succeeded in taking it away from him after which it was taken to a hospital immediately, but vets unfortunately could not save his left eye. The individual who did this is still at large and we're urging the authorities to find and punish him to the fullest extent of the law.
