Stop the neglect & abuse of 4 horses in Clowne Chesterfield

The RSPCA has been out to see these horses and have not done a thing to help them.  In the US it would be animal neglect and cruelty.  To be left outside in the Canadian winter in these conditions being emaciated, have raw open untreated sores on them, in a field that had no grazing what so ever,
