high increase for electric bil

why is electric bill almost double in the last month without warning or giving a reason why such a large increase in the bill.

Why is the city the only way does the sity control are electric without a chance to chose any other provider.  We are held hostage to the any price that the city demands.  This month electric bills in my neigborhood has almost double with no warning or reason for increase.
