Cut the over bloated US military budget & spend it on Foreign Aid!

The USA spends 3.5% of its GDP on its military. Most developed countries only spend 2%. This cut would save the USA approximately $250 billion per year. Thus the USA could help end poverty, hunger, preventable diseases, and a host of other problems easily.
South Korea, The UK, Germany, Italy, Japan, Spain, Australia, Saudi Arabia, Bahrain, and Brazil are all capable of defending themselves, thus they do not need US bases on their territories. 
For every dollar the US spent on aid, it's economy would get 80 cents back.
By closing done bases in stable countries, the USA could easily cut most of the $250 billion.
