Our confederation proposal is based upon the way things are and not the way everyone wishes they would be. It does not even call for a one-state or two-state solution. Instead, our idea engages the status quo and builds upon what already exists. Even if the current deadlock continues or complete separation between the Israelis and Palestinians ultimately occurs, our plan would still improve relations between the two parties.
The fact of the matter is that Israelis and Palestinians have not been able to extricate themselves from each others lives for more than fifty years. Millions of Palestinians on the West Bank and Gaza Strip are enmeshed with millions of Israelis daily. They share the same economy, currency, roads, utility grid and infrastructure. The Palestinians need the State of Israel to support their labor force, and the Israelis historically have employed Palestinian laborers by the thousands.
The land comprising Israel, the West Bank and Gaza is so small, the resources so limited, and the interdependency between Israelis and Palestinians so great that even if a separate Palestinian state were to emerge, the two countries would still need to cooperate with each other indefinitely to provide acceptable living conditions for their people. The Gaza Strip, where more than 1.1 million Palestinians reside, is physically cut off from the West Bank, with Israel forming a land bridge between the two. Even geographically, the idea that Israelis and Palestinians could remain completely isolated from each other is nothing but a pipe dream.
We propose an Israeli-Palestinian Confederation structured in such a way that the Israelis would be able to maintain a Jewish state in perpetuity--even if demographics should render them a minority in the future. The Palestinians, in turn, would maintain their separate identity under a Palestinian government. Our plan accommodates the needs of both peoples.

4)SEPARATE GOVERNMENT FOR THE ISRAELI PEOPLE.
5)FORM A COMMON THIRD GOVERNMENT, A CONFEDERATION, MUTUAL TO THE PALESTINIAN AND ISRAELI PEOPLE TO NEGOTIATE PEACE.
