Are student loan collectors killing debtors?

20 U.S.C. 1095a allows student loan garnishment without a court order or review. The law says an employer can be forced to withhold 15% of disposable income for the garnishment and the debtor does not have to a hearing,no matter what the circumstances. Even if life-saving medical treatments are impacted by the garnishment, the debtor may be killed due to lack of proper treatment. The law in this case permits placing the debtor in danger of death with no recourse. Disposable income is defined as that pay after taxes and social security/fica. We implore you to amend this law to REQUIRE a hearing with the debtor BEFORE the garnishment to take place as to what happened,why etc and to offer the debtor a chance to establish a repayment plan. We also implore that an Ombudsma be established to oversee abuses such as those performed by CTI of Monterey Park,California.
