Animal Rescue Act, Big And Small

add into  the local, state, and national budget a animal rescue donation. The money in the budget shall be given to local no kill animal shelters, veterinary medicine research, aspiring veterinary students, and donations to veterinary hospitals for those unable to provide care for their animals.
