anti-tethering for dogs

i am trying to get an anti-tethering ordinance (law) passed in the area of florida, where i live, like the one that ft lauderdale has. it is to stop animals from being tethered, if they must be, during the hotest time of the day. of, course, my main goal is that no animal be allowed to be tethered at all.
