Jessie's Law

Hello, everyone who reads this petition,
I am a small breed dog owner and on January 17, 2010, my "Tea Cup" Yorkshire (Yorkie) Terrier was mauled by a savage pit-bull Terrier.  This happened while my daughter watched and about (5) five people tried to remove Jessie from the vicious dogs mouth, but the struggle was in vain and my beloved family pet succumbed to the injuries and died this day. I called NYC Police Dept. and was told that there is no law that states that an animal be put down for mauling another animal. My family has suffered a loss as severe as losing a family member. I decided to create this petition in hopes of creating a law that states that any dog that murders another animal be put to sleep as a safety measure. I have learned that this Pit-bull named "Baby" has recently killed another family's small dog, as well...
Please assist me with my cause and keep our family pets safe and protected against these savage animals because next time it may very well be a small child...
I feel the owner knowing that their animal has tendencies to attack small animals should be fined for not having a muzzle on their animal.
