Make stripmining illegal in the whole of the Orion EPR!

Stripmining in the EPR has become worse over time as it has become more and more populated. I, for one, do not want to see this beautiful part of the universe turned into a stripmined trashcan like Sol or Keldon. Unfortunately, there are many alliances in the EPR, each with their own laws and regulations.

Therefor: I, Joshua Lancer, Supreme Commander of the UOSR Alliance in Nex004, propose an inter-alliance code illegalizing the stripmining of a tile under 200 points in the EPR in the universe Orion.
