Governor Crist Must Sign Florida HB 971

If you get four DUI's in Florida, upon conviction you lose your driving privileges. However, if Florida HB 971 is signed by Governor Charlie Crist,  this bill would allow drivers with four DUI's to get their licenses back back on very stringent safeguards to prevent further drunk driving.

The driver would have to go through a program, which includes educational classes and installing a breathalyzer in his or her vehicle (at cost to the driver). The device is called Life Safer Interlock, and costs about $70 to install and about $80 a month to maintain.

The bill has some in the community weighing the pros and cons of the legislation. Coupled with the bill is a controversial section requiring bicyclists to utilize bike lanes when practical.  There are many online petitions calling for Governor Crist to veto the bill.

Meanwhile, Mothers Against Drunk Driving (MADD) supports the bill. Todd Rosenbaum, State Executive Director,  said 30,000 people in Florida already have four or more DUI convictions. He believes a portion drive without a license and without any supervision from the state.

"The only relevant technology available that would even stop an impaired person from starting a motor vehicle," said Rosenbaum.

According to the bill, drivers eligible for the program would have to use Interlock for at least five years in conjunction with a DUI treatment program.

The Life Saver Interlock will save lives.  It increases oversight of repeat offenders with a proven technology to save lives.

The legislation has the support of numerous Florida organizations, including:
  • The Salvation Army;
  • Mothers Against Drunk Driving;
  • Veterans of Foreign Wars;
  • Hispanic Achievers;
  • CORE Program;
  • Pride Integrated Services and other non-profits who conducted immobilization services;
  • Florida Department of Veterans Affairs; and
  • Florida Department of Highway Safety and Motor Vehicles.
Dear Gov. Crist:

We the people encourage you to approve HB 971, the comprehensive legislation to improve public safety on Florida's roadways.

HB 971 promotes safe Florida roads and enhances Florida's quality of life through provisions to:

Increase oversight of repeat DUI offenders;
Provide new support for Florida Highway Patrol officers;
Toughen penalties for speeding near school crossing zones;
Help support scholarships for Hispanic students; 
Help cancer patients with low or no income;
Support funding for Florida%u2019s state homes for veterans;
Improve efficiency of court order enforcement;
Protect bicycle safety by encouraging use of bike lanes;
Promote safe maintenance of trucks and commercial vehicles; and
Support safe use of GPS devices.

The legislation has the support of numerous Florida organizations, including:
The Salvation Army;
Mothers Against Drunk Driving;
Veterans of Foreign Wars;
Hispanic Achievers;
CORE Program;
Pride Integrated Services and other non-profits who conducted immobilization services;
Florida Department of Veterans Affairs; and

This bill also includes common-sense measures to require ignition interlock devices on vehicles of repeat DUI offenders %u2013 a policy proven to safe lives and reduce drunk driving.

I strongly urge you to sign HB 971 to preserve public safety, protect our roadways and defend Floridians' quality of life.
