End Puppy Mills in Pennsylvania!

Pennsylvania remains as the state with the highest concentration of puppy mills. Puppy mills are an inhuman and cruel way to breed and sell puppies. This needs to be stopped. This state needs stricter Animal Cruelty laws and they need to be strictly enforced. Animal abuse is no joke, but Pennsylvania Animal Cruelty laws are. As a student of The Pennsylvania State University I would like to see Animal Cruelty taken seriously. We need stricter laws strictly enforced!
