Let's create "Hector's Law"

Fight dogs were across the street from me. The losers were shot often hours after the fight. Some were toturd during the day. The SPCA said call the Shelter. I did but never saw a truck and the shootings and fights continued. Then the dogs got my half blind old chihuahua and torn him to pieces, had to put him down as he was still breathing, still suffering.He was my best friend. The fight dogs almost got my daughter too but she got inside and had to hear our dog being murdered.
