Smi payments should be a benefit not a loan for people on severe disability premium.T

People getting housing benefit against severly disabled getting SMI payments. They don't need to pay back there rental benefit. But severly disabled people on this premium payment need to pay back there loan later on. This leaving not a lot of capital for there care later on. It is unfair for it to be a loan when they have paid full nat insurance for the 35 yrs.
