Romania ,stop torturing animals

Romanian municipalities get support money  to build shelters and neuter and spay the stray dogs ,but instead they pay 50 Euros to a dog catcher to capture and kill some dogs and the rest of the money flows into the pockets of the politicians.Animal lovers finance the shelters out of their own pocket and donations. The proreation of the strays In Romania and all the other countries is therefor wanted and made by people to enrich themselves because this is a neverending money source . This has to stop immediately . Please help me by signing this petition that these politicians do not enrich themselves at the fate and misery of countless dogs . This money must be used to give  a better life to the animals and not the politicians and their accomplices who have enough money . Embezzlement is still a crime that demands to be punished
