Criminalize killing pets and using their furs for coats

Please make killing a person's pet bird and taking its feathers a misdemeanor of the third degree. Please make killing someone's cat or dog and taking their fur a misdemeanor of the third degree for the first offence and a misdemeanor of the second degree for a second or subsequent offence. please make buying, selling or wearing a coat with pet fur a summary offence.
