Demand a strong disincentive for use of plastic bags

Plastic bags that are discarded end up in landfills and pose a great hazard to the environment.
People should should reuse plastic bags or use cloth bags to pack their groceries and stuff.
Municipal corporations should enforce groceries to charge a high cost to customers to pack their purchases in.
