Retire both elephants Ruth and Emily to a sanctuary reserve in Tennesse

The Zoo Director and some city officials realize that the two elephants are not in the best environment but still refuse to relocate both of these animals to a sancturay reserve in the State of Tennessee, where all of the extra space and more favorable  climate would be much better suited for them. Also, Ruth escaped out of her pen, one frigid night this winter because a worker did not secure the padlock and caused her to get frost bite. Her condition will only worsen if she remains in this zoo.
