Liebel has a long history of violating the Animal Welfare Act (AWA), and despite previously paying nearly $3,000 to settle violations of this federal law, Liebel currently faces almost three dozen formal charges for violations of the AWA, most of them related to Nosey. These violations include repeatedly chaining Nosey so tightly that she could barely move, repeatedly denying her necessary veterinary care, and allowing dangerous, unsupervised public contact with her. Liebel is set to face these charges at a hearing in Tampa next month. Despite the charges—and two decades of citations for failing to properly treat Nosey's painful skin condition—Liebel continues to fail to give this animal the care that she needs: According to a veterinarian with more than 30 years of experience caring for and treating elephants, recent photographs of Nosey reveal that her condition continues to deteriorate and that she is in pain and suffering as a result.
