Kittens and Puppies under the age of 8 weeks, can only be saved by rescue, they are not listed for public adoption,  they are euthanized in 72 hours, a longer hold time would allow rescues to co-ordinate new foster applications, and receive donations via FaceBook pages to save these babies.
