Stop Manteno from keeping people to help out door cats

People of Maple Valley are told to stop feeding and having warm places for out door and throw away cats. People who do these kind acts are told being caught doing this will be fined and have to pay for shots and every thing else they say.No fair why can't Manteo have a program to spay and release? please let the office of Manteno know they should help not kill.
