Maricopa County, in the last decade and a half, animal shelters in numerous communities have implemented a bold series of programs to save lives. These communities share very little demographically. What they do share is leadership at their shelters to comprehensively implement key programs and services, collectively referred to as the "No Kill Equation".
No Kill communities now exist in very diverse areas. The most significant variable in whether animals live or die, are the choices made by shelter managers. Several communities are more than doubling adoptions and cutting kill rates by as much as 75 percent.
In our community it is time for a change. It is time to reject the failed philosophies and poor performance of the past. It is time to end the killing at our shelters. The animals that go through the shelter system deserve better. Please put the emphasis on "Care" in "Care and Control"
