What is the point of a free bus pass, with no buses to catch.

We live in a rural area, and the bus services are been reduced and stopped altogether in some areas. The reason is that the government are cutting the subsidies that are given to local councils, hence the amount of money is been cut to the bus companies, by local councils. The bus companies cannot run at a loss, they have to make a profit or cut services.
My proposal is that we change the free bus pass, to a concessionary pass and either get all people 60 and over to pay a fee of say £20 per year or pay 50p per journey to use the busses. I can see people saying that we want it for free, but soon we are going to have no busses running at all in some areas, so what is the point of having a free bus pass without any busses to catch. My idea is to get the government to change the current free bus pass arrangement, to a concessionary bus pass for everyone 60 years and over, which is what it was originally. This would keep the busses running in our rural areas and give more people access to cheaper bus travel.
