Australia link barcodes to eftpos cards to prevent litter

A system needs to be put in place that allows people to turn in litter with barcodes attached where the person can be fined if their litter is found anywhere outside a rubbish bin or recycle bin.
We need to own the packaging and not just the contents. I believe all banks and retail stores and food outlets need to get on board and back this. Ultimately a cashless society would benefit this cause even better but one step at a time.
