Stop Animal cruelty to animals in boundary county idaho

Saw my neighbor DRAG his 1 year old dog from around a large pine tree by the nape of the neck and beat the dog because he got into the trash then threw a glass bottle at it then threaten to shoot him. The people pay no attention to their 2 dogs AT ALL. Makes them sleep outside tied up all day and nite cold or hot weather.
Call the cops and theres NO LAW in this county for animals! People come first, and to a degree i can agree to a point but at some point you gotta do something.
