Enforce Laws to Neuter ALL Domestic Animals!

To many animals are overpopulating and have terrible and/or short lives, they are left homeless and often times suffer, this could all be avoided if;

a. People neutered more animals and made sure they did NOT produce offspring that people will not keep or care for.

b. People took more responsibility.
