Petition for Energetic Safety of Europe

As you know, many European countries buy natural gas and petroleum from Russia.
Putin is using it to blackmail European states. In this dark hour, we must remain united.
Therefore, i propose that we should create Unified European Policy for Natural Gas and Petroleum, which will ensure steady supply in times of crisis.
I propose:
>giving European national supplies right to first offer
>freeze prices, so greedy individuals will not exploit crisis at expense of common people
>creation of Center of Fuels management, which will manage transactions and ensure each country will have enough natural gas to satisfy needs of it's citizens
>taking steps to diversify import, and creation of new pipelines to alternative sources of fuels
