tell the Chilean Government to make a responsible dog ownership law and massive sterilization

In Santiago de Chile 70% of the dogs are stray and usually sick and infectious.

it could be a major issue when people get bitten by a stray dog. We don't want dogs to suffer in the streets and live under bad conditions and also we don't want them to be a hazard for the people. Nevertheless the Government does not take care of this issue .

Please tell the Chilean government to make a law that regulates the responsible dog ownership and to start a stray dogs' massive sterilization so they stop procreating and the percentage of stray dogs and people who goes to the hospital due to a stray dog's attack decreases.
