Stop the selling/winning of fish at fairs and carnivals

Going to the fair or carnival and seeing the fish in bags is exciting when you're a kid and get a chance to win this little life, but growing up I have realized how wrong it is for these booths at the fair/carnival to have this fish in bags until someone can win their rigged.Most of the fish aren't won and die in the bags after a few hours, while the won ones are carried around the fair/carnival until it's time to go home to only realize there is no proper set up for this fish and again this poor helpless fish is left to die. Please help me stop this and save fishs' lives by keeping them away from fairs and carnivals where they'll die cruely.
