Punish the person who has hung a dog

A dog was discovered hung with her chain fixed to a nail in the back yard of her master's house at Rose Belle, Mauritius. The master has reported the case to the police and the dog has been brought to the forensic laboratory for examination but in Mauritius it will be ignored and no action will be taken. They said the dog barked a lot. If the dog was cruelly killed because she was doing her job by barking so what about people who play music very loud at night when everybody is sleeping. I ask justice for this cruelty. For in Mauritius there is no law for people who kill dogs or cats for nothing. Everybody can kill a dog or a cat and the government will not take action. This is not the first time for some years ago a man has cut a dog in two parts. So there must be a law which protects those poor creatures.
