Punish Pakistani child filmed drowning helpless pooch for entertainment.

Boy tied a dog with a rope and dumped it repeatedly in the water. In case you don't know, Pakistan has currently no animal welfare laws. We cannot sit idly while this cruelty continues to take place which not only goes often unpunished but in virtually all cases is encouraged as a form of entertainment for onlookers.
