Justice for Maxwell

A mailman deliberately killed a 10 pound Yorkshire Terrier saying he was aggressive. He was not charged in the death, which I believe he should have been. There was  better way to handle this situation without picking up a rock and hitting his skull several times. The Yorkie would not have bit him. Why did he think he was in danger is beyond me.
